이주노동자의 ‘노동’을 둘러싼 오해와 편견들

오늘날 건설일용현장에서 일을 하고 있는 많은 이들이 이주노동자(외국인노동자)들 때문에 일자리가 줄어들고 임금 또한 떨어지는 것이라 생각한다. 그러나 과연 이것이 사실일까? 홈리스뉴스 편집부는 흔히 홈리스와 일자리를 두고 경쟁적 관계에 있는 것처럼 여겨지는 이주노동자에 대한 온갖 통념들의 실체를 살펴보기 위해 이번 기획을 마련했다. -편집자 주-

이주노동자란 누구인가? 우리나라의 「출입국관리법」과 「근로기준법」의 관련 조항을 조합해서 정의하면 “국내에서 대한민국의 국적을 가지지 않은 상태에서 직업의 종류에 관계없이 노동의 대가인 임금, 급료, 기타 이에 준하는 수입을 목적으로 노동을 제공하는 사람” 정도로 정의할 수 있겠다. 하지만 실제로 보통 사람들이 생각하는 이주노동자와 연관되는 것들은 “불법체류자”,“외국인범죄”, “가난한 나라” 등 부정적인 단어와 결합되는 경우가 많다. 그동안 이주노동자 살인사건이나 불법체류자의 일자리 빼앗기 등 언론의 자극적인 보도로 인하여 이주노동자를 떠올릴 때 범죄자 또는 피해자라는 이미지를 연상시키는 낙인효과가 상당하다고 볼 수 있다. 정말로 이주노동자들은 우리의 일자리를 빼앗는 범죄자들인가? 그렇다면 과연 이주노동자들은 한국에 왜 들어오게 되는 것일까?

1990년대 이후로 한국정부와 사업주들은 경제성장을 위한 노동비용을 절약하기 위해서 값싼 이주노동력을 들여와 한국 노동자들의 임금상승을 억제해왔고 그 가운데서도 소위 3D산업, 서비스산업 등에 이주노동자들을 활용하였다. 그러면서 같은 현장에서 일하는 노동자끼리의 단결을 막고 서로 경쟁시켜 분열을 조장해 왔는데, 이는 실제 이주노동자의 다음과 같은 말에서도 드러난다.

“건설현장에 중국, 러시아, 방글라데시 여러 나라 노동자 있다. 한국 사람들 말 모른다. 그런데 우리가 서로 적대감을 가지면 이익 보는 사람 계속 이익보고, 그렇게 이익 보는 사람은 사장이다. 탄압받는 사람은 더욱 탄압받고 또 더욱 적대감 가진다.”

이와 관련해서 또 하나 살펴봐야 하는 것이 이주노동자 인력에 대한 정부의 입장이다. 정부는 지속적으로 미등록 이주노동자 단속, 외국인력 도입규모 축소, 내국인 대체고용 독려 등을 추진하면서 이주노동자들이 한국인 노동자들의 일자리를 잠식하고 있다고 주장하고 있다. 경제침체로 요즘처럼 실업률이 높은 때는 이런 주장이 더욱 그럴듯해 보인다. 마치 일자리의 총량이 정해져있어 이주노동자가 들어오면 올수록 내국인의 일자리는 그만큼 줄어든다고 보는 것이다.

그러나 실업률은 실제 이주노동자의 규모와 크게 상관이 없다. 한국에서 IMF 경제 위기 여파로 실업률이 1997년 2.6퍼센트에서 1998년 6.8퍼센트로 급격히 치솟았지만, 같은 시기 이주노동자 수는 약 25만명에서 16만명으로 9만명 가량 줄었다. 유럽의 실업률은 이주가 거의 없던 1930년대에 어느 때보다 훨씬 높았으며 오히려 이주가 대규모로 이뤄진 제2차 세계대전 후 10~20년 동안은 가장 낮았다. 이런 통계들을 보면 실업률이 오르고 내려가는 것은 그 나라의 경제상황에 달린 것인지 이주노동자의 유입과는 별로 상관이 없다. 이주노동은 단순히 ‘내국인의 일자리를 이주노동자가 대체하는 것’이 아니라, 중소영세기업의 이윤구조와 한국사회의 고학력 현상, 고용의 지속가능성 여부(기업 및 산업의 장래성) 등이 복합적으로 나타난 결과이다.

정부는 이주노동자들이 내국인 일자리를 빼앗는다고 비난하면서도 정작 이주노동자 고용을 금지하지는 않는다. 이주노동자들은 경제 불황일 때조차 기업들에게 값싸고 유용한 노동력이기 때문이다. 정부에서 계속 반복하는 이주노동자들의 일자리 빼앗기 주장은 실제 사업주들을 대상으로 한 설문조사에서도 쉽게 거짓임이 드러난다. 2007년과 2011년에 사업주를 대상으로 한 고용허가제(현재 16개 국가에서 한국정부와 정식협약을 맺고 이주노동자들이 합법적인 고용허가를 받아서 일을 하러 오는 제도) 실태조사에서 이주노동자의 고용이유로 가장 높은 것은 ‘상대적으로 낮은 임금’이 아니라 “내국인을 구할 수 없어서”였다.

한편으로 이주민들의 경제적 구실은 너무 쉽게 간과되고 있다. 이주노동자의 생산유발효과(국내 총생산 증가 기여도)는 한국은행이 5년마다 발표하는 산업연관표를 기반으로 계산하면 2012년 기준 약 20조8858억 원에 달한다. 자동차산업 생산유발계수(2.575, 2013년 기준)를 이용해 계산하면 2016년형 쏘나타 최고옵션 약 77만대에 해당하는 액수다. 부가가치유발효과(소비지출로 인한 생산 증가 효과) 역시 같은 해 기준으로 10조4700억 원에 달한다. 이자스민 의원은 한 인터뷰에서 “적극적으로 영주권을 주는 이민정책을 쓴다면 이들의 국내 소비 규모가 연간 50조원에 달해 경제에 큰 도움이 될 것”이라고 말하기도 했다.

하지만 여전히 이주노동자를 보면 내 일자리를 빼앗고 임금을 하락하게 만들고 있는 존재처럼 불편한 마음을 가지고 있는 사람들에게 실제 사례를 한 가지 소개하고자 한다. 건설노조 대구경북지부에서는 몇 년 전까지만 해도 ‘이주노동자 채용 제한’을 공식적 요구안으로 하고 미등록 이주노동자를 채용 못하도록 노조가 나서서 감시하였다. 그러한 시도가 실패하자, 이번에는 이주노동자를 조합원으로 받아들이자는 방향으로 바꿔 실제로 이주노동자들을 조합에 가입시켰다. 그 결과 이주노동자 조합원들의 임금이 향상되었고 전체적으로 현장에서 일하는 모든 노동자들의 임금 평균이 올라가는 성과를 낸 바가 있다. 거꾸로 뒤집어서 생각해보면 한국인 노동자들이 아무리 문제제기를 한다 해도 사용자 입장에서는 얼마든지 싼 임금으로 일할 수 있는 이주노동자들을 쓰면 그만이기에 그들의 요구를 받아들이지 않을 수 있다. 하지만 위의 사례에서처럼 이주노동자와 한국인노동자가 함께 공통된 목소리를 낸다면 사용자 입장에서는 당장 건설기간을 늘리지 않기 위해서라도 요구를 받아들일 수밖에 없을 것이다.

저출산 고령화시대라는 말처럼 한국사회에서는 실제로 생산가능인구(15~64세)의 수가 점점 줄어들고 있다. 그만큼 이주노동자들은 한국사회의 지속적인 경제성장을 위해서라도 계속 늘어날 수밖에 없다. 불과 몇십년 전만 하더라도 독일, 중동, 미국으로 일을 하러 간 한국사람들이 갖은 고생을 하며 살아갔던 것을 떠올려보면 오늘날 한국에서 이주노동자들의 삶 역시 동일하다는 것을 쉽게 이해할 수 있을 것이다. 지금 당장은 언어도 다르고 피부색도 다른 이주노동자들이지만 결국 우리들 모두가 먹고 살기 위해 일을 해야만 하는 똑같은 노동자라는 것을 떠올려본다면 다음번에 현장에서 만났을 때 어느 나라에서 왔는지, 무슨 한국음식을 좋아하는 정도를 물어보는 건 어떨까? 어느새 자연스럽게 자신의 나라에 무엇이 가장 아름다운지, 한국음식은 뭐가 맛있는지를 신나게 이야기하는 이주노동자 친구를 사귀게 될 것이다.
