I am writing to you on behalf of Leaders and Organizers of Community Organizations in Asia (LOCOA), a network consisting of people’s organizations and NGOs working with the urban poor around
Around one year ago, on 18 August 2011, we sent a fax to your predecessor, Mr. Huh Joon-Young, expressing our opposition to the de facto eviction of homeless people from Seoul Station that came into effect with Korail’s enactment of a regulation on 22 August 2011 closing the station from 1:30 to 4:30 am. However, we know that over the past year, homeless people have not only been barred from entering Seoul Station from 1:30 to 4:30 am, but that a private security company hired by Korail has also been harassing people who appear to be homeless in Seoul Station at all times of the day and night and forcing them to leave.
Seoul Station is a public place, intended for use by any member of the public. Singling out people who appear to be homeless and evicting them from Seoul Station amounts to mere discrimination and constitutes a clear violation of the human rights of the homeless. Moreover, claiming with absolutely no evidence that the homeless in Seoul Station are potential terrorists who must be removed from the station because they pose a security threat to the public does nothing more than foster even greater public animosity toward the homeless, who are already the weakest and most marginalized group in society.
Rather than making baseless claims about the homeless being a terrorist threat or targeting them unfairly for eviction from Seoul Station, Korail, as the state-run railway operator and a public company, should take into consideration the real social roots of the problem, namely poverty and the lack of adequate public housing and support for the homeless. Until these issues are genuinely addressed, evicting the homeless from Seoul Station will serve no beneficial purpose.
Consequently, LOCOA appeals to you to end the policy of evicting the homeless from Seoul Station and terminate your contract with the private security company; repeal the 1:30 to 4:30 am closing time at Seoul Station; and take positive action to solve the real problem by creating a support system and facilities to ensure that the human rights of the homeless are guaranteed.

아시아 국가의 도시 빈곤과 주거권 문제 해결을 위해 만들어진 민중 조직들과 NGO들의 네트워크 단체인 LOCOA를 대표하여 이 편지를 쓰고 있습니다.
약 일년 전 우리는 당신의 전임자인 허준영 사장에게 팩스를 통하여 서울역 노숙인 추방 조치에 대한 유감 표시와 함께 철회를 요청하는 서한을 보냈습니다. 그러나 1년 동안 서울역 노숙인들은 야간 출입이 금지 되었을 뿐만 아니라 고용된 특수경비용역에 의해 괴롭힘을 받아왔고, 밤낮을 가릴 것 없이 추방 위협을 받고 있습니다.
서울역은 사회 일원으로서 누구나 사용할 수 있는 공적인 공간입니다. 홈리스로 보이는 사람들을 제외시키고 추방하는 것은 차별이며 홈리스에 대한 명백한 인권 침해입니다.
또한 홈리스를 아무런 증거없이 테러 위협으로 주장하는 것은 이미 사회에서 가장 약자들인 홈리스들에게 더 큰 사회적 적대감을 심어줄 수 있습니다.
이런 터무니 없는 주장을 하지 마시고 코레일은 철도 공기업으로서 근본 적인 문제 해결을 위해 고민하여야 합니다. 특정 짓자면 빈곤과 공공주택 부족의 문제, 홈리스 지원 부족 문제입니다. 이러한 문제들을 진정으로 고민하지 않는 한 노숙인 서울역 추방 조치는 아무런 소용이 없을 것 입니다.
이에 로코아는 다음과 같이 요구합니다.
철도공사는 서울역에서 홈리스들을 퇴거시키는 행위를 종결하고, 사설 경비업체와의 계약을 해지하십시오. 오전 1시 반에서 4시 반까지의 서울역 폐쇄를 취소하시기 바랍니다. 또한 홈리스들을 위한 지원 시스템과 홈리스의 인권을 보장할 수 있는 긍정적인 조치를 취할 것을 요구합니다.
