Demand that KoRail stop its forced eviction of homeless people from Seoul station

Dear Madams and Sirs at Korail (Fax), Seoul Metropolitan City (Email), Ministry of Health & Welfare (Fax), Ministry of Land & Transport (Fax), and Land &Transport Committee Chair (Email),

I have learned from Homeless Action (www.homelessaction.or.kr) and Korean People’s Solidarity against Poverty (http://antipoor.jinbo.net) that KoRail has a policy of evicting homeless persons from Seoul station. I hear that KoRail has hired a special private security team to evict people who “look homeless” throughout the day and night. I also hear that they have also been removing benches in order to prevent homeless people from resting.

This is, to say the least, shocking. Such a policy is both cruel and non-sensical.

Cruel because it dramatically undermines people’s ability to survive, especially considering that homeless persons rarely have alternative (relatively) safe spaces where they may rest and protect themselves from the heat, cold, rain, and other elements. It is non-sensical because the eviction of homeless persons, which is usually done in an effort to “improve” urban spaces, usually produces the opposite effect; it is a social practice which, by example, encourages the public to neglect and disregard the real-life difficulties that homeless people face and suggests that homeless people are “unwanted”. It increases the stigma against them, which makes the social problem of homelessness harder to address and resolve.

It appears that the stigma against homelessness is already quite strong in Seoul. This is apparent since, only recently, such ideas as the “Freedom Café” proposed by Seoul city have met with public opposition. Public prejudice against homelessness harms our ability to address the problem.

In a survey of homeless persons by Seoul Station, the National Human Rights Commission of Korea found that 95% want to leave Seoul Station as soon as possible. The survey indicates that most evicted people do not want to be homeless but a lack of public support is causing chronic homelessness.

Therefore, if KoRail was truly interested in reducing the number of people forced to take shelter within Seoul Station, it would begin by rethinking its present harmful policies and actions—and take a stand against discrimination against homeless persons.

I implore KoRail to: 1) void the 22nd August 2011 regulation endorsing eviction of homeless persons;

2) keep Seoul station open and accessible to people in need at all hours;

3) advocate for pragmatic solutions to the social problem of homelessness while respecting the rights of homeless persons.

It seems to me that KoRail, a public company, could certainly invest its money in action that is more productive and meaningful than “chasing out” the homeless.

KoRail needs to work for solutions that would actually support people’s ability to re-establish their lives & livelihoods instead of uprooting them.

코레일에게 서울역 노숙인 강제퇴거를 중단할 것을 요구한다.

홈리스행동과 빈곤사회연대를 통해 코레일이 서울역으로부터 홈리스들을 퇴거시키는 정책을 펼쳐왔다고 들은 바 있다. 그리고 코레일은 "홈리스처럼" 보이는 사람들을 주야로 퇴거시키기 위해 특수 사설 경비팀을 고용했다는 소식도 들었다. 또한 홈리스들이 쉬지 못하도록 벤취까지 치웠다는 것도 들었다.

이것은 말 그대로 충격이다.이는 잔혹하고 터무니없는 정책이다.
잔혹하다는 것은, 이 정책이 사람들의 생존능력을 극히 악화시키기 때문이다. 특히 쉬거나 더위와 추위, 비, 그리고 여러 다른 요소들로부터 스스로를 보호할만한 대체 공간을 찾기 어려운 홈리스들에게는 더더욱 그러하다. 터무니 없다는 것은, 대개 도시공간 "개선"을 위해 수행되었던 홈리스들에 대한 퇴거조치가 대체적으로 사회적인 역효과, 예를 들어 일반국민들에게 홈리스들이 직면한 현실적 고충들을 방치하거나 경시하도록 부추기고, 홈리스들이 "원치 않았다"라고 암시하게 하는 사회적 관행들을 만들기 때문이다. 그것은 고민과 해결보다는 홈리스에 대한 사회적 문제만 만들게 될 홈리스에 대한 낙인을 증가시킨다.

서울에서 홈리스에 대한 낙인은 이미 강력한 것으로 보인다. 이는 서울시가 제안한 "자유카페"가 대중적인 반대에 부딪힌 최근만 보더라도 명백해 보인다. 홈리스에 대한 대중적 편견은 홈리스 문제를 풀기 위한 우리의 능력을 손상시켰다.

국가인권위원회가 서울역에 있는 홈리스들을 조사한 결과에 따르면, 그들의 95%가 서울역을 가능한 한 빨리 떠나고 싶어하는 것으로 드러났다. 이 조사는 쫓겨난 홈리스들 대부분이 홈리스가 될 것을 원하지 않았으나 사회적 지원의 부족으로 만성적인 홈리스 상태가 되었음을 드러냈다.

따라서 코레일이 서울역 안에서 은신처를 찾을 수밖에 없는 사람들의 수를 줄이는 데 진정으로 관심이 있었다면 현재의 악의적인 조치와 행위들을 재고하고, 홈리스에 대한 차별에 반대하는 입장을 정했어야 했다.

코레일에 요청한다.
1)2011년 8월 22일, 홈리스에 대한 퇴거 규정을 무효화하라.
2)서울역을 개방하고 필요한 이들이 항상 접근할 수 있도록 허용하라.
3)홈리스들의 권리를 존중함과 함께, 홈리스 상태라는 사회적 문제의 실효성있는 해법이 나올 수 있도록 지지하라.

공기업인 코레일은 홈리스들을 "내쫓는" 것이 아닌 보다 의미있고 생산적인 방식에 투자할 수 있다고 생각한다. 코레일은 그들의 삶과 생계를 뿌리 뽑는 것이 아닌 그들이 다시 일어설 수 있도록 도울 수 있는 실질적 지원책을 위해 노력해야 할 것이다.
